  23. You have a modem with a blacklist "feature".   In some countries the law does
  24. not allow redials to the same number more often than once per minute (or in some
  25. places once every 2 minutes).  Modems manufactured for use in those countries
  26. keep track of dialed numbers, and add the delay when you redial the same number.
